I agree and noticed this with my S9 as well. They usually charge superfast and due to heat and battery degradation, Samsung slows down the fast charging. Mine will say fast charging, but it''s still taking over an hour sometimes and the time increases. It will say 49 minutes to full but may take 60 mins. I don''t use my phone while charging either.

EDIT: It turns out to be Windows agressively throttling CPU performance in cases where the laptop is charging, but charging too slow. For example, my laptop is connected to a USB-C screen that give 60w of charge, but the normal charger delivers up to 100w. Because of this, it locks to a certain CPU speed of 0.40 or so GHz.

I have been playing CS:GO without the laptop charging, and I have had great fps, around 100 fps. The battery got at a low percentage, and I plugged the charger into the laptop, and immidietly noticed an fps drop to 20 fps, with also, a drop in CPU and GPU usage, from ~80% to ~35%, and ~100% to ~50% respectively.
